Union Jack is one of Marvel's most 'British' British Superheroes. His stories usually don't suffer from the skewed view of the UK that a lot of the American created stories do.

This is the third Union Jack, Joseph "Joey" Chapman. He first appears in Captain America #253. He was created by writer Roger Stern and artist John Byrne. :D
